ADSL (asymmetric) link with 512 kbps downstream and 128 kbps upstream
download over TCP reaches 50 kB/s
problem: when a concurrent upload saturates the uplink, download drops to 7 kB/s
reason: to keep the peer sending, (empty) TCP ACKs have to be sent regularly, and the saturated uplink delays these ACKs
